GAZA CITY (Ma'an) -- Israeli naval boats on Thursday opened fire at Palestinian fishermen off the coast of Rafah in southern Gaza, witnesses said.

Fishermen in the boats jumped into the water following the incident, locals told Ma'an.

Gaza health official Ashraf al-Qidra confirmed that the fishermen survived the incident, without providing further details.

Israeli warships also opened fire at a military site formerly used by the Palestinian Authority's national security forces near Rafah.

An Israeli army spokeswoman said "Israeli naval forces identified two vessels suspected in smuggling making their way from the Gaza Strip to Egypt. Upon the return of the suspected vessels to the proximity of the strip the soldiers opened fire at them in order to thwart the attempt."

She added that "shore-based Palestinian terrorists" opened fire at the navy soldiers, causing damage to the vessel.

In the Oslo Accords, Israel agreed to a 20-nautical-mile fishing zone off Gaza's coast but it imposed a 3-mile limit for several years, opening fire at fishermen who strayed further.

Israel has controlled Gaza waters since its occupation of the area in 1967, and has kept several warships stationed off the coast since 2008.

PCHR Condemns Israeli Escalation of Attacks against Palestinian Fishermen in the Gaza Strip

PCHR

Thursday, 27 October 2011 12:22
Ref: 107/2011

The Palestinian Center for Human Rights (PCHR) condemns the Israeli Navy's escalation of attacks against Palestinian fishermen in the Gaza Strip that resulted in damages to fishing tools and equipment, detention of two fishermen and confiscation of their boat. Besides, the two fishermen were questioned, cruelly and degradingly treated and prevented from sailing and working freely. PCHR calls upon the international community to immediately put an end to these violations and exert pressure on the Israel to stop the policy of fighting civilians, including fishermen, in their livelihood.

According to investigations conducted by PCHR and testimonies of eyewitnesses, at approximately 03:30 on Thursday, 27 October 2011, Israeli warplanes targeted a "container", which is used to store fishing equipment and tools. As a result, the container was completely destroyed and fishing nets and a water tank were burnt. The container belongs to Mohammed Mahmoud Abu Shammala, 56, from Khan Yunis. This attack took place when Israeli gunboats surrounded two fishermen on board of a boat, two nautical miles off Khan Yunis shore.  The Israeli naval troops opened fire at the boat and arrested Mosa Ibrahim Isma'il Abu Jayyab, 42, and Ahmed Omar Isma'il Taneera, 21, from Deir al-Balah in the central Gaza Strip, after forcing them to stop fishing, jump into the water and swim towards the Israeli gunboat. The Israeli troops confiscated the boat and fishing equipment and transported them to Ashdod Seaport in Israel, while the two fishermen have been detained so far.

The Israeli Navy has escalated attacks against the Palestinian fishermen in Gaza since the beginning of this year. These attacks have remarkably increased in terms of number and kind. Since the beginning of this year, PCHR has documented 67 attacks against fishermen, including 40 firing incidents, five of which resulted in wounding eight fishermen who were transferred to hospitals for treatment. Additionally, PCHR has documented five incidents of chasing fishermen that resulted in arresting 18 fishermen, and 14 incidents of confiscation of boats and / or damaging fishing equipment.

It should be noted that the Israeli Navy has imposed restrictions on fishermen at sea, including denying then the right to sail and fish since 2000. The Israeli Navy also minimized the area allowed for fishing in Gaza sea from 20 to 6 nautical miles in 2008; however, the Israeli naval troops keep preventing Palestinian fishermen from going beyond three nautical miles in Gaza sea since 2009, and sometimes chase them in this area as well. As a result, Palestinian fishermen are denied access to areas beyond the three miles, due to which they have lost 85% of their subsistence.

In light of the above, PCHR:

1- Condemns the recurrence of such attacks against the Palestinian fishermen, and believes that they are part of the escalation of collective punishment against civilians. Besides, they have been carried out in the context of fighting the civilians in their livelihood, which is prohibited under the international humanitarian law and international human rights law;
2- Calls upon the Israeli Navy to immediately release the detained fishermen and their boat, to stop the policy of chasing and arresting fishermen and to allow them to fish freely in Gaza sea;
3- Calls for reparations to the victims for the physical and material damages caused to fishermen and their property;
4- Calls upon the international community, including the United Nations agencies, to assume their legal and moral responsibility through an immediate and prompt intervention to stop all the Israeli violations, including the ongoing naval blockade and deprival of fishermen of over 85% of their livelihood by limiting the area allowed for fishing to three nautical miles.

Gaza fisherman reported injured by Israeli fire

Gaza – Ma'an – Israel's navy opened fire toward the coast of the Gaza Strip on Monday morning injuring a fisherman, a medical official said.

Alam Ghanem Baker, in his 20s, was treated for a bullet wound sustained while fishing off the northern coast near Gaza City, Gaza Health Ministry director of emergency and ambulance services Muawiya Hassanein said.

Witnesses said the navy also opened fire along the southern coast, where a shell landed on a beach west of Rafah. There were no reports of injury or damage in that incident.

An Israeli military spokeswoman said the army was not familiar with either incident.

Gaza's once-thriving fishing industry has withered away as naval forces restrict fishing boats to three nautical miles from the coast, a Red Cross report released in June said. With the total catch down 47 percent between 2008 and 2009, much of the fish entering Gaza now arrives from Israel and via tunnels, the report said.

    It’s a ceasefire…just not on the beach, not in your home

    Eva Bartlett | In Gaza
    January 24, 2009, 7:52 am
    On the 5th morning after Israel declared a ‘ceasefire’, Israeli gunboats began shelling, as they had on several mornings since halting the 22 day air and land bombardment of Gaza. The shelling, which began just after 7:30 am off Gaza city’s coast, injured at least 6, including one boy with shrapnel in his head.

    Yasser Abed, 15, came out from his home in Gaza’s Beach camp, on the coast, to see where the shelling was occurring. A shard of shrapnel lodged in his forehead.
    Nisreen al Quqa, 11, was out earlier, before the navy began to fire towards Palestinian fishermen. She and her brother were walking on the beach when the firing started. A piece of shrapnel lodged in her right calf muscle.
    Other injuries included a 14 year old male who was hit in the thigh by one of the shrapnel fragments, a 35 year old male also with a shrapnel injury, and a 4 year old girl with a head wound from flying shrapnel.
    To the east of Gaza city, in the Sheyjaiee district close to the eastern border, also on the same day, 7 year old Ahmed Hassanian was outside his house with friends around 9:45 am. He lies now in critical condition in Shifa hospital’s ICU, a bullet still lodged in his brain and with such brain hemorrhaging and damage that he is expected to die shortly.
    Mu’awiyah Hassanain, the director of Ambulance and Emergency Services, reports shelling in the northwestern coastal area of As Sudaniya on the same morning, saying five fishermen were injured in the attacks.
    Israeli warplanes, on the first day of the ceasefire, flew extremely low and loudly over areas of Gaza, leaving residents expecting the worst. Drones capable of photographing and of dropping lethal, targeted missiles, continued to circle in Gaza’s skies for the first 3 days after the tanks retreated and the air-bombing ceased. At 8:30 am, one of these drones dropped 2 missiles in the Amal area east of Beit Hanoun, wounding a woman and an 11 year old child, who later died of her injuries.
    The Palestinian Centre for Human Rights (PCHR) reports further violations of the cease-fire.
    At 10:40, Israeli troops killed Maher abu Rjaila, 23, shooting him in the chest as he walked on his land east of Khan Younis city.
    Two days later, at 1:00pm, Israeli soldiers fired on residents of Al Qarara, near Khan Younis, shooting Waleed al-Astal, 42, in his right foot.
    Israel’s assault on Gaza has killed at least 1, 330, with as many as 200 more bodies expected to be recovered from under the rubble of the over 5,000 destroyed houses and 20,000 buildings.
    Dr. Fawzi Nablusi, director of Shifa’s ICU, said that of the cases in Shifa’s ICU, 90% were civilian, of these 50% were women and children. One of those civilians injured the day before Israel’s ceasefire was Mohammed Jarboua. Also from the Beach camp, the 21 year old is clinically brain dead, surviving only on mechanical life-support, after being shot in the head by Israeli naval forces.
    The Director of Shifa hospital, Dr. Hassan Khalaf, and Mu’awiyah Hassanain confirmed that since the ceasefire began on January 18, three more Palestinians have been killed, and 15 more injured, 10 of those injured on January 22nd.
    These ceasefire violations are not a new precedent, as during the 6 month ceasefire which began on June 19th, Israeli forces routinely targeted and fired upon fishermen and farmers along Gaza’s eastern and northern borders, injuring 62, according to Palestinian sources. During this period, 22 Palestinians were also killed, many of them members of resistance groups, and 38 fishermen and farmers were abducted. The truce period saw border crossings mainly closed, completely sealed them from November 4, 2008 with only the briefest of openings.
    As the dust settles and noxious chemical fires continue to smolder, Gazans focus on their immediate needs: housing, food, and in many cases locating lost family members still under the rubble.
    The root of the problem continues: the nearly 2 year old siege on Gaza, not relaxed under the 6 month ceasefire as agreed, and which had already decimated Gaza’s health and sanitation infrastructures, and had shattered the economy. From the ruins of Gaza, any signs of an end to the siege are far beyond the broken horizon.
